Why can a car overheat?

Why does my car overheat in traffic but cool down while driving?
At road speed, natural airflow moves through the radiator. At idle, the cooling fan must provide that airflow. If the fan, relay, module or related control system fails, temperature may rise in traffic but drop once the vehicle is moving.
